Senate
The ASWCC Senate is an opportunity for students to use their voice to make decisions about funding, programming, events, and opportunities on campus. The ASWCC Executive Board joins 12 ASWCC Senators to make up the ASWCC Senate, and each member of the Senate is required to maintain a list of 20 active constituents from the ASWCC student body. ASWCC Senate meetings are open the public and all students are welcome—and encouraged—to attend!
What does the Senate do:
ASWCC Senate is the main voting body of students on campus. During ASWCC Senate meetings, services and activities (S&A) recipients give reports, ASWCC student government members allocate funds, and students can bring questions and concerns before the Senate during "open floor".
Getting connected:
Come join a senate meeting! You can get on the agenda by contacting ASWCC President no later than 1 week in advance of scheduled meeting.
Requesting funds:
Submit a completed ASWCC Funding Request Form to StudentLife@whatcom.edu no later than 1 week in advance of scheduled meeting.
ASWCC Senate Meeting Schedule
The main purpose of ASWCC Senate meetings will be to oversee the allocation of Senate funds, hear reports from the 2025-26 S&A recipients regarding the use of funds for co-curricular and extra-curricular services and activities, and to provide an open forum for students to voice their questions and concerns regarding the Whatcom student experience.

Welcome
Land Acknowledgement, Labor Acknowledgement, and Pronoun Statement:
Whatcom Community College is located on the land of the Coast Salish People, including the Lummi, Nooksack, Semiahmoo and Samish. This land was wrongfully appropiated from the Coast Salish People through broken treaties and forced displacement, and then neglected by its colonizers. We honor and respect the people who cared and continue to care for the land, water, air and more since time immemorial; which is why as the ASWCC Student Government, we will remain committed to giving back and beginning to repair and rebuild relationships with these communities in our work. We understand this is only one small acknowledgement, but we hope our actions and impact will be greater.
The ASWCC reads this statement to acknowledge that Whatcom Community College, and to a larger extent, the United States, has benefited and profited from the labor of immigrants, refugees, enslaved, and indigenous peoples. We will forever be in debt to the consensual and non-consensual labor which has built and grew the infrastructure of this country and campus. We know and recognize how much of an enduring impact these systemic disparities in the United States still has, and is being felt by millions of people today through violence, threats, and coercion. As the ASWCC Student Government, we want to ensure that we take time to recognize this and put in the work to prevent further oppression and exploitation of our community members.
We share our pronouns to strengthen our human connection, show respect to aspects of identity, and as an invitation for community. We understand the fluidity of identity and expression; therefore, we share pronouns in all introductions to create a supportive environment for learning and leading.

Microphones will be used at this meeting. Please make sure that you are holding the microphone in front of you to ensure everyone can hear what you have to say.
There will be a microphone set up for ASWCC members, and for S&A fee recipients to give reports.
The large colorful ears located on each table are meant to be held up if at any time you cannot hear the person speaking.

General Orca Day Food – Orca Day Planning Committee
Sam Scheiber (ASWCC VP for Student Engagement) came to give the funding request
Description: Orca Day is one of the biggest events of the year for the ASWCC, and due to unforeseen circumstances of rising fuel costs and tariffs with the landslide that happened on I-5, the food cost has become more expensive. This funding request is a request to cover food for Orca Day, along with a dessert option
Requested amount:
Expense: $8,224.16
Other source funding :
Orca Day Food Budget: $5000
Total requested: $3,224.16 ( $8,224.16-$5000)
The advisor confirmed that there has not been any payment to the food yet, and the items that appear on the funding request will be the food on ORCA day
Sam Scheiber also noted that there will be burger options that serve students with dietary restriction (Vegan, gluten-free).
Alexander Baker moved to allocate $3,224.16 from the Special Projects Fund to the General Orca Day Food funding request.

One-time Mascot Request for Finny – Loaning out ASWCC Property
Heidi Farani presented a request from the Marketing Director to borrow the ASWCC Mascot on May 7–8 at Clark College in Vancouver, WA. All colleges have been asked to bring their mascots to film a statewide commercial video.
Reuben Philips, the ASWCC mascot lead, was invited to share his concerns about the situation.
He noted that although the topic was discussed at the ASWCC Executive Board meeting, no action has been taken yet. Phu Hoang, ASWCC VP for Operations, also confirmed that the Board did not make a clear motion on the topic during the 03/16/26 ASWCC Executive Board meeting.
Reuben Philips recommended that the Senators consider key factors, including training, a cleaning fee, a damage fee, and the Finny handbook.
The advisor noted that, for this one time, even if they do not receive training beforehand, we can trust WCC marketing director with Mascot image. However, students can consider adding a cleaning fee and a fee to cover any damage to the ASWCC Mascot.
Reuben Philips added that, although S&A Fee money could be used to cover these costs, during this event the ASWCC student does not fully benefit from it. This raises concern about the permissibility of using the S&A fee.
Reuben Phillips also confirmed that, based on the committee's decision today, there will be a document for the borrower to sign.
The members strongly agreed that the borrower should cover repairs if damage is caused to the ASWCC Mascot.
Motion:
Alexander Baker made a motion to approve lending the ASWCC Mascot to the March of the Mascot, with the stipulation that the cleaning and damage fees be covered if the ASWCC Mascot was damaged during the event.

All-gender restroom presentation

Miller Hayashi Architects PLLC presented design options for the Syre Student Center All-Gender Restroom.
Project Background & Goals:
The restroom is a legacy project for the student organization.
Currently, the closest single-occupant restroom is located entirely outside of the Syre Student Center.
Because the Syre Center houses Student Life programming and the Pride Student Union group, this project aims to build community and make the campus feel more inclusive and welcoming.
The design will eliminate student anxiety regarding which restroom to use, reflect WCC's diversity and values, and serve as a precedent for future campus construction.
Preferred Design Features:
Space & Access: Multiple points of access with an open entry, offering "breathing room" and stalls large enough to accommodate backpacks and jackets.
Privacy: Floor-to-ceiling stalls with built-up partitions for Soundproofing
Atmosphere: High-quality hardware alongside warm lighting and colors.
Review of Floorplan Options:
Option 1: Provides clear entry points and equal sink access.
Cons: Features a tight entry point at the south end and requires an additional single-occupancy restroom elsewhere on the 2nd floor to meet building code.
Option 2: Provides clear entry points, equal sink access, and roomy entrances, and it meets code without requiring additional restrooms on Level 2.
Cons: The layout lacks privacy because people walking in the hallway can easily see into the stall area
Option 3: Offers clear entry points, equal sink access, and the largest amount of room at the entrances.
Cons: The stalls are too visible from the outside hallway, and the 2nd floor requires an additional restroom to meet code.

April 20th: Deadline to select the preferred scheme and provide feedback to the design team.
May 5th: Refined concept presentation for final feedback.

Old Business
Legislative Advocacy Day (LAD)– Presentation from ASWCC Executive Board
The chair gave a report on their trip to Olympia on February 5, 2026, for Legislative Advocacy Day. The team met with local lawmakers to share students’ stories and discuss important issues.
Main Issues Discussed:
The team advocated for more affordable housing and supported bills to fund shelters and mobile homes. They also asked for strict rules to stop landlords from turning away students or those paying with financial aid.
They supported bills that would provide free bus rides to community college students. They also pushed for cheaper textbooks and the use of free online class materials.
The team fought against bills that would cut money for Running Start and limit student access to classes. They strongly supported making two-year college programs free.
Students shared stories about not having enough food and the recent program cuts at WCC. They asked Representative Alex Ramel about creating a sales-tax break for students to help them save money. They also asked for more state funding to prevent future cuts to college programs.
What Went Well
Before the trip, the team successfully gathered students’ ideas through events such as "Coffee with a Student Leader".
They received helpful support from Rafeeka Kloke, Executive Director for the Office of the President.
The team keeps in touch with lawmakers by sending thank-you emails and inviting them to visit the WCC campus.
What to Improve Next Year
Planning: The team needs to choose their main topics earlier, create a clearer timeline, and solicit student input sooner.
Teamwork: The group wants to improve communication, set clearer goals, and get better at reading the Capitol campus map so they don't get lost.
Upcoming Events:
There is a Voter Registration Drive Training on April 21st.
Art for the Whatcom County "I Voted" Sticker Contest is due on May 1st.

We honor and respect the people who cared and continue to care for the land, water, air and more since time immemorial, and as the ASWCC Student Government, we recognize our responsibility in giving back and beginning to repair and rebuild relationships with these communities in our work. We understand this is only one small acknowledgement, but we hope our actions and impact will be greater.
We share our pronouns to strengthen our human connection, to show respect to aspects of identity, and as an invitation for community. We understand the fluidity of identity and expression; Therefore, we share pronouns in all introductions to create a supportive environment for learning and leading.
Purpose
The ASWCC Senate meeting’s purpose is to oversee the allocation of Senate funds, hear reports from the 2025-26 recipients regarding the use of S&A funds, and to provide an open forum for students to voice their questions and concerns regarding the WCC student experience.
General Expectations
For everyone to have an equal opportunity to voice their thoughts, this meeting will be run following Robert’s Rules of Order.
Voting members are asked to raise their hand and wait for the Chair to recognize them by name before speaking.
Microphones will be used at this meeting. Please make sure that you are holding the microphone in front of you to ensure everyone can hear what you have to say.
There will be a microphone set up for ASWCC members, and for S&A fee recipients to give reports.
The large colorful ears located on each table are meant to be held up if at any time you cannot hear the person speaking.
Comments from the gallery will be taken during the open floor segment, which will occur after the agenda approval. A sign-in sheet will be available at the check-in table, and comments will be addressed in the order of sign-in. After the open floor segment, no other comments from the gallery will be taken.

Open floor is the only time for those in the gallery to speak about issues, comments, or concerns they might have about anything in the agenda, or other topics in relation to student government.
Students, faculty, staff, and community members may provide remarks to the voting members during the Open Floor section of the meeting. It is not a typical practice of the Senate to respond directly to every question or comment given.
The amount of time allocated for each speaker and the time set aside for public comment will be at the chair’s discretion. It will be announced by the chair at the beginning of each public comment period.
When giving public comment, the speaker will state their name, pronouns, and affiliation with WCC (student, staff, faculty, community member). - Location & Duration: A three-day leadership trip was held at the Riverside Convention Center in Riverside, California.
- Networking: Student leaders met with representatives from both community colleges and universities.

- Leadership Development: Attended sessions on Leadership Mapping, Developing a Complete Marketing Plan, and the Event Planning Rulebook.
- Student Engagement: Participated in an "Affinity Chat" focused on student engagement and retention in student organizations.
- Peer Exchange: Shared ideas and advice with other student leaders regarding their campus experiences.
- Interactive Experiences: Experienced unique campus events such as Drag Bingo, School Swap, and the Campus Activities Marketplace.

- Matt the Knife: A mentalist, comedian, and magician noted for being engaging and personal with students.

- 2026 Recommendations: If a group attends NACA next year, the focus should be on the Engagement Team members and the ASWCC VP for Student Engagement.
- Budgetary Goals: Ideally, the entire Engagement Team should attend; however, a minimum of three students is recommended.
- Funding: Requests should be made to include this in the S&A Budget line, with additional funding requested from the Senate as needed.

- Inquiry on Ease of Delegation: Simone White inquired whether it was easy or difficult to delegate and communicate with other students and school representatives during the conference.
- Institutional Openness: Sam Scheiber noted that communicating with other schools was straightforward because their representatives are experienced and very open to professional conversation.
- Collaborative Environment: Coco Lavelle added that connecting with both students and staff was easy because all attendees arrived with an open mind and a shared goal to learn.
- Orca Day & Campus Entertainment
- Orca Day Definition: In response to Theresa-Ann Harriston’s question, Sam described Orca Day as a large-scale event held at the end of the school year.
- Live Music Impact: It was noted incorporating live music, such as the David Spitzfaden band, helps establish a positive "vibe" and ensures students have a good time.
- Event Scheduling: An audience member asked about the timeline for Orca Day; Sam Scheiber clarified that they are working to organize the event at a time that minimizes conflicts with student class schedules.
- Budget & Engagement Goals
- Strategic Spending: When asked about specific goals for increasing campus engagement, the team emphasized utilizing funds to bring more live acts to campus.
- Targeted Bookings: Sam Scheiber suggested that inviting performers like Matt the Knife as a high-impact way to increase engagement while remaining fiscally responsible and staying under budget.
- Engagement Focus: The primary goal is to use the S&A budget to bring variety and interactive experiences back to the student body.

- The Chair announced that President Guillory will be here to discuss the change in leadership, which is combining the positions of VP for “Instruction” and “Student Services” into one
- The Chair encourages the Board to actively think about how this would affect the ASWCC Governing Documents in general in order to prepare questions for the President.
- Discussion: Student Body Impacts & Governing Documents
- Strategies for Large Student Sections: Sam Scheiber inquired about the specific strategies this combination would use to support the Student Services division, noting its significant size.
- Communication Timelines: Sam Scheiber asked whether information regarding these changes will be shared earlier in the process, given their major impact on the student body.
- ASWCC Bylaws and Financial Codes( ASWCC Governing Documents):
- Inquiry: Dezeray Hammer asked for a definition of the Bylaws and Financial Code, how they would be affected by these changes, and the specific impact on the student population.
- Response: Sinag Fletcher clarified that the Financial Code would be impacted, potentially requiring changes to the budget approval process and amendments to the code itself.
- Leadership Criteria: Sam Scheiber asked about the specific criteria for individuals in these roles, specifically seeking candidates with experience in both instruction and student-facing roles.
