The Services and Activities Fee Budget Committee is established to ensure responsible and transparent management of the Services and Activities (S&A) fee resources. The committee is tasked with evaluating funding requests, ensuring compliance with institutional and legal guidelines, and providing well-considered recommendations to the Executive Board and the Board of Trustees.
S&A Fee Budget Process for the 2026-27 Academic Year
The Associated Students of Whatcom Community College (ASWCC) Services & Activities (S&A) Fee Budget Committee is pleased to announce the commencement of the S&A fee budgeting process for the 2026-2027 academic year.
Requesting Funds:
S&A Budget Request Packets for fiscal year 2026-2027 are due January 23, 2026. Completed S&A Budget Request Packets can be submitted to StudentLife@whatcom.edu or to the Office of Student Life and Development in Syre 208. Please read below for details about the Request Packet, Worksheet, and supporting documentation necessary for submission.
The ASWCC remains dedicated to funding proposals that enhance extracurricular and co-curricular opportunities, fostering an engaging, inclusive, and vibrant campus environment.
Requests will be assessed based on alignment with the purpose of the fees, the priorities of the ASWCC, and adherence to regulations governing the use of S&A fees. To assist with this process, please refer to the Guidelines for Permissible Use, which outlines the approved uses for S&A funds.
Please note that the deadline for submitting S&A Fee budget requests is January 23, 2026. Comprehensive instructions for completing your request are included in the budget request packet. Should you require any assistance or clarification while preparing your submission, please do not hesitate to contact the ASWCC VP for Finance at sfletcher@whatcom.edu and the Director for Student Life at hfarani@whatcom.edu.

This document should outline the purpose and objectives of your proposal and explain how it will contribute to extracurricular and co-curricular opportunities. - S&A Budget Request Worksheet
A detailed, line-by-line breakdown of how the requested funding will be utilized. - Supporting Documentation
Any additional materials, such as data, graphs, or other relevant documentation, are highly encouraged and will help illustrate the impact of your request.
What are Services and Activities (S&A) Fees?
In addition to tuition fees, the S&A Fee is a student-imposed, student-distributed fee to support student activities, programs, and projects that enhance the co-curricular and extracurricular experience for students at Whatcom Community College. S&A Fees provide ongoing operational and capital funding for programs and services which enrich students' sense of belonging, engagement, and development.

- Athletics & Student Recreation Center (SRC)
- Intercultural Center
- Learning Center
- Performing Arts
- Pod Leaders
- Office of Student Life & Development
- The Horizon
- Student Services
This is the S&A Fee Budget recommendation for the 2025-2026 academic school year following the Services & Activities review and discussion of feedback given by the WCC Board of Trustees. This budget recommendation was presented to the WCC Board of Trustees on June 11, 2025 and was approved. Getting Connected:
Attend a Services & Activities Fee Budget Committee meeting! You can get on the agenda by contacting the ASWCC VP for Finance no later than 1 week in advance of scheduled meeting. There is also an opportunity to share comments, questions, and campus concerns at Open Floor at the end of each committee meeting.
Requesting Funds:
S&A Budget Request Packets for fiscal year 2026-2027 are due January 23, 2026.
